You're going to need some image editing software. I recommend Picasa as it's the easiest for the average person:

Once that's downloaded and installed, let it find all of the pictures on your hard drive. Then, use the interface to resize your pictures and then export them. They won't actually be resized until they are exported and the original will maintain its image quality.How do I change the size of pictures in an email?
Try Irfanview. It's been around for quite a while. It's good and free. The program is pretty simple to use.
If you try it once you have it installed do this:
Click File at top of Irfanview then Open to load your picture
Click Image then Resize/Resample
Enter the size you want or pick from one of the Standard dimensions
If you enter a size make sure Keep Aspect Ratio is selected.
Click OK.
