How do I change the size of a JPEG file?

I want to use the below picture for a signature on a forum but the forum limit is 500 x 100 pixels and 2KB, I can change the pixel size on photobucket but the KB size then increases. The picture i want is 155KB so if anyone knows how to help please do.
