How to change A4 size to letter size in PDF format?

I downloaded foxonic professional and its not doing what i want, maybe you didnt understand my question, I got one PDF file, it is an instruction manual for some equipment, I recieved it in A4 size, so all the pictures and words in that manual are everywhere like when i go to one page it gives me half of a picture and when i go to the next it gives me the other half, all i want to do is make it a letter size so it can adjust all the pictures and lettering in that manual.How to change A4 size to letter size in PDF format?
I think the best solution is to reconstruct the content of the PDF file manually with Adobe Acrobat (not reader), but it's difficult and time consuming.
