Adobe Photo S is a great program but If you want something fast, simple and free, get picasa from google. you just select the picture or pictures and go to ';File'; %26gt; ';export to folder'; %26gt; then you will have different options like Picture quality, size and file size.

The program also offers simple features to improve your pictures.

good luck

Picasa is software that helps you instantly find, edit and share all the pictures on your PC. Every time you open Picasa, it automatically locates all your pictures (even ones you forgot you had) and sorts them into visual albums organized by date with folder names you will recognize. You can drag and drop to arrange your albums and make labels to create new groups. Picasa makes sure your pictures are always organized.

Picasa also makes advanced editing simple by putting one-click fixes and powerful effects at your fingertips. And Picasa makes it a snap to share your pictures 鈥?you can email, print photos home, make gift CDs, instantly share via Hello鈩? and even post pictures on your own blog. How do i change a picture's kb? and wat kind of progrm can i use?
check out photobucket.com You may not have to resize your picture at all if you use the IMG link provided to you after uploading a file onto photo bucket. I use it all the time on a few forums. It can also resize pictures for you. If you don't like that try MS paint or a program you can download called irfanview. Be careful when resizing pics because if you resize to many times you may lose some resolution.
far as I know, Adobe Photoshop(most any of the versions)

will do it for you, there is feature in it where you can choose the level of compression, thats what you want to change, the compression level. Gif have greater compression

by design though.
use adobe photo manager , or GIF , IPG
