How to change the quality in a JPG picture on the computer?

I have a bunch of JPG pictures on my comp. but they look pretty bad in quality. I have heard and somewhat read that they are bad in quality like that because it has to do something with the compressed size of it. I think I read that if you make the picture not compressed in size it will look much better. How do you do this?How to change the quality in a JPG picture on the computer?
BS. What you see is what you get. You might adjust contrast and brightness levels but if the actual pic is poor, you wont make it any better. You cant restore something that isnt there.How to change the quality in a JPG picture on the computer?
You don't. JPG compression makes the picture file size smaller by removing data from the picture. You cannot put that data back, you would need a high quality original to start with.
